About Us

Our Background

Established in 2010 by two former employees of Palm District Cooling and Palm Utilities.

Keith Levers was the Chief Executive Officer of both companies and was instrumental in establishing the companies to be leaders in their respective fields.

Suhaib Ahmed was the Manager of the metering and billing operations of Palm District Cooling and was instrumental in the development and implementation of a robust metering, billing and customer service operation.

With a passion for district cooling, a commitment to assist developers, who had chosen to self bill, and make district cooling a success in their property's, they created Zenersol Solutions.


With their knowledge and experience in the industry they have provided advisory and consultancy services to companies and corporations entering into or acquiring existing operations.

Track Record & Capabilities

Commencing in 2010 Zenersol first provided billing services to Tiara Residences on Palm Jumeirah where the developer had opted for self billing without a structure in place.

Zenersol was brought in to develop, implement and manage a robust metering and billing operation for 700 units including reconciliation of previous estimated billing. Zenersol also assisted in resolving several meter installation issues.

Following on from the Tiara appointment, Zenersol was engaged to provide a similar comprehensive service to MAG 214 in Jumeirah Lake Towers, Maze and Latifa Towers on Sheikh Zayed Road, Dunes Residences in Silicon Oasis.

Zenersol has also provided a similar service to other properties in Dubai and Abu Dhabi including Maze Tower and Latifa Tower on Sheikh Zayed Road, Dunes Residence in Silicon Oasis.

The company continues to provide a comprehensive service to MAG 214, Niloofar Tower and Riah Tower in Al Jadaf, Dubai, the latter two of these properties are providing a cooling energy service from their own chiller arrangements and Zenersol has been instrumental in developing a system that has been fair to the customers but allowed the developer to recover a reasonable amount of its operating cost.

Customer Service Charter

The basis of the Zenersol Solutions Customer Service Charter shall be Article 9 of the Executive Council Resolution No. 6 of 2021 regulating the provision of District Cooling Services in the Emirate of Dubai.

Zenersol will determine complaints submitted to it by Customers concerning any dispute that may arise between the Permit Holder and the Customers in accordance with the procedures and processes developed by the Permit Holder and approved by the Regulatory and Supervisory Bureau (RSB) for Electricity and Water Services.

Scope of Services

Zenersol Solutions provides a comprehensive billing and collection service that can be as flexible as is necessary to meet the property requirements.

The complete service generally includes, agreement compilation, owner and tenant registrations, security deposit administration and management, service connection administration, meter reading, billing production and distribution, collections and account management, disbursements, administration of disconnections and reconnections, meter monitoring and monthly reporting and reconciliations.

The complete service limits the involvement of the developer, property manager or Owners Association Manager (OAM) allowing them to focus on their own specific activities.

With reference to conducting meter reads and issuance of bills, Zenersol offers guidance on tariffs and charges, the billing cycle, meter read date, payments cut-off date, payment period, first, second and final notice of non-payment and subsequent disconnection, along with associated penalties and fees.

As part of the collection regime, Zenersol administers outstanding payment notifications for an agreed subsequent period in accordance with normal industry practices and regulations through to service disconnection where necessary. The issuance of a service disconnection notice requires the approval of the OAM.

 

Zenersol has invested substantially in Apple hardware and has developed with an Apple Business Consultant it’s own billing software. Zenersol found that Developers and OAM’s had varying requirements and by developing its own software, rather than depending on a proprietary software, it could incorporate the requirements of the individual entities.

The billing software uses FileMaker as its platform and Zenersol works consistently with the Apple Business Consultant to modify and further develop the software as is required.

Regarding the management of collections. Zenersol has experience with the developer managing the bank account where collections are received into their account and experience in managing the bank account itself where the collections are received and disbursed from dedicated property accounts set up with Emirates National Bank of Dubai (ENBD), these accounts have dual signatories for all transaction approvals.

 

To provide a periodic overview of the billing and collections service, Zenersol provides monthly reports for each project, the reports include billing, collections, disbursements, security deposits held and outstanding bill payments. The format of the Monthly Report has again been developed considering Developer and OAM requirements.

The Scope of Service for each project is developed to the specific requirements of the Developer, property manager or the OAM.

Self Delivery

Zenersol can self deliver the full spectrum of services associated with meter reading, billing and collections for district cooling. It may use the services of a legal firm to assist in drawing up or validating End User Agreements and other official notices as these can vary dependent on the specifics of the properties which at times have varying legal implications.

Whilst Zenersol does not now undertake metering system installation, repair or maintenance, it is prepared to, and has provided a monitoring role to assist in identifying any technical issues with meters and data collectors.

Zenersol is prepared to assist with the engagement and monitoring of expertise of an appropriate technical background, including possibly the meter manufacturer, to identify and resolve technical issues.

Self delivery provides a degree of control that would not necessarily be there if elements of the operation is sub-let out to other parties. We believe it is very important that for such a utility service, customers understand who  is providing the service and have the personal contact with the specific service provider.

With this in mind Zenersol assigns staff specifically for projects such that customers have a name to relate to for for their customer service requirements.
